In 1977 for example, President Carter, issued a blanket pardon to everyone who dodged the draft during the Vietnam war. There are, in fact, very few limitations on the power of the pardon.

Go through, one by one, and pardon them all. And all the people on federal death row, that Trump is going to kill. And all the people with federal marijuana charges. And people like Leonard Peltier and Julian Assange while he’s at it. What’s stopping him?
